There are also water spouts filling the basin which surrounds the World Clock. Unfortunately, we found this interesting fountain to be shut down for restorations during our recent visit to Moscow. While not operating, we were able to see the fountain well from our hotel room at Hotel National. You can also see it from within the Okhotny Ryad shopping centre at the basement level, looking upwards.

If it could provide some description such as how to tell the time, the history of it, or even some details of the statue etc. would be more helpful. However, the surrounding environment was good, sitting on one of the benches enjoying the view of the great buildings and beautiful sunshine was a wonderful thing to do.
