👍👍 It's free inside de young museum. Many tourists do not know that. There is a ticket for the museum, not for this observation deck. You can see the most of SF from this deck on a clear day! Make sure to reach there before 4 o'clock as it closes at 4:30 pm. They should keep it open in the night hours...
